TECHNICAL REGULATIONS - BEACH VOLLEYBALL
1. TECHNICAL COMMITTEE
The technical committee will be composed of the Technical Director of DEAFLYMPICS, his assistant and three members of the Organising Committee (including the head referee):

3. COMPETITION VENUE
The Volleyball events will take place at the St Kilda Beach Foreshore, Melbourne.
4. TRAINING VENUE
The training venue is the same as the competition venue.
5. EQUIPMENT
All equipment used during competitions will comply with the FIVB Rules and Regulations. The competition surface will be beach sand. The balls will be Mikasa VLS 200 and the nets will be as per FIVB Regulations.
6. EVENTS
Team tournament competition will be conducted for men and women.

8. REGULATIONS
8.1. Rules: The Volleyball competition will be conducted in accordance with the Rules of the FIVB. In case of disagreement in the interpretation of the Rules, the English text shall prevail. Any unforeseen incidents not covered by the Rules will be dealt with as follows:
8.1.1. Cases of a general nature will be resolved in accordance with DEAFLYMPICS Statutes.
8.1.2. Technical questions shall be resolved according to the FIVB Rules for World Championships.
8.1.3. Only athletes who comply with the DEAFLYMPICS Statutes and Regulations are entitled to take part in the Deaflympic Games Volleyball competitions. All participants must know and follow FIVB Rules.
8.2. Participants: Each country may be represented by only one team. Participation in the Deaflympic Games is limited to sixteen (16) men's teams and sixteen (16) women's teams.
8.2.1. Men's teams (7): AUS - BEL - BRA - RUS - UKR - USA - UZB.
8.2.2. Women's teams (8): AUS - BLR - BEL - RUS - SUI - UKR - USA - UZB.
8.3. Entries: The final registration for the teams qualified for the final round was 1 December 2003. The final registration of the players is 1 December 2004.
8.4. Number of Players: Each team may have two (2) players.
8.5. Medical Control: Refer to DEAFLYMPICS' General Rules for All Sports, Article 1.4 - Control and Sanctions.
9. COMPETITION RULES AND REGULATIONS
9.1. Technical Organisation: DEAFLYMPICS is responsible for the technical organisation of the Volleyball competitions.
9.2. Competition plan:
9.2.1. Preliminary round: Men: The participating seven (7) teams will play each other once. Women: The participating eight (8) teams will play each other once.
9.2.2. Finals & Classifications:
Men: After the preliminary round the 1st and 2nd placed teams will play off for gold. The 3rd and 4th placed teams will play off for bronze. The 5th and 6th placed team will play off for 5/6. The 7th team is automatically 7th.
Women: After the preliminary round the 1st and 2nd placed teams will play off for gold. The 3rd and 4th placed teams will play off for bronze. The 5th and 6th placed team will play off for 5/6. The 7th and 8th placed teams will play off for 7/8.
9.2.3. All matches are played best of three sets. The first two sets are decided by the team who reaches 21 points with a lead of at least two points over the opposing team. If not, the set continues until a team has a lead of two points. The third set (in the case of a 1-1 draw) is decided by the team who reaches 15 points with a lead of at least two points over the opposing team. If not, the set continues until a team has a lead of two points.
9.2.4. Classification of teams: The classification of the teams in each group of a contest shall be made on points, namely: two (2) points for each game won, one (1) point for each game lost, and no (0) points for a game lost by forfeit.
If at the end of a round two or more teams have the same number of points, classification shall proceed in the following manner:
a. The first tiebreaker is the highest set ratio (number of sets won divided by the number of sets lost)
b. If the first tiebreaker fails, the second tiebreaker is the highest point ratio (number of points won divided by number of points lost)
c. If the second tiebreaker fails, the third tiebreaker is the head-to-head result between two tied teams. If there are three or more teams involved in a tiebreaker, there will be a drawing of lots.
9.3. Withdrawal: If a team withdraws after the Deaflympic Games have begun or is disqualified during the group matches, the group must continue without this team or a replacement. The matches played by the team concerned will not be taken into consideration.
9.4. Draw: There will be no draw. Teams will be listed in alphabetical order in one group.
9.5. Referees: Allocation of the referees to conduct the matches shall be made by the technical committee. Where possible, referees shall be in possession of an FIVB international referee license valid for 2005. However, referees with national accreditation may be used. The scorers, timekeepers, etc. will be appointed by the Organising Committee.
9.6. Protests:
9.6.1. Procedure for lodging a protest: All sport related protests will be resolved in accordance to FIVB Rules & Regulations and will be managed by the Sporting Protest Committee. Any official protest must be submitted in writing on the Official DEAFLYMPICS Protest Form, and given to the DEAFLYMPICS Technical Director accompanied by $USD50.
The DEAFLYMPICS Technical Director will decide whether the protest is sporting related or eligibility related. The Sporting Protest Committee will review all sport related protests, and the Deaflympics Executive Committee will review all eligibility protests. The deposit of $USD50 will be returned to the appellant only if the protest is considered valid.
9.6.2 Procedures for reviewing a protest: The Sporting Protest Committee will meet in a meeting room at St Kilda Beach at a time decided upon by the chairperson of the committee.
* The DEAFLYMPICS Technical Director will be the chairperson of the committee.
* The Sports Liaison Officer (SLO) will be responsible to book the meeting room and interpreters.
* The Sports Liaison Officer (SLO) will contact all committee members to inform them of the meeting time and location.
* The DEAFLYMPICS Technical Director will be responsible for liaising with the State Sports Association Competition Manager.
The Sports Liaison Officer (SLO) will be responsible for informing Games Headquarters GHQ and the DEAFLYMPICS Technical Director will be responsible for informing Deaflympics Executive Committee about the protest and also the outcome of the protest.
9.7. Clothing: Each team must have two sets of uniforms in clearly differentiated colours (one light, the other dark). Team colours must be included in the official entry by 1 December 2004. Players must play under the same number during the tournament.
9.8. Hearing Aids: The use of hearing aids is strictly forbidden during the time of competition.
10. TECHNICAL MEETING
The Volleyball Technical Meeting will be held at 8.00am on 4 January 2005. Each participating team may be represented by two officials, of whom at least one must be deaf and, if necessary, one interpreter.
