ELIGIBILITY: players are only permitted to play for ONE CLUB. Players are not to swap clubs during the season unless they have written permission from the Competition Manager. Players are not permitted to play across divisions. They may only play a second game if they are playing up an age group. Teams are restricted to no more than THREE first team (3), or 5 TOTAL Western Australian Basketball League (WABL) players from the most recent Season, however, any athlete that play in a higher WABL age group than their current domestic age group will be considered restricted. Open Girls competition will be restricted to no more than three (3) WABL players from the most current season from the U18 Girls Team/s.

 

Players must register for their qualified age group first and are then permitted to play in an older age group additionally. If they choose to only play in an older age group a Clearance Form must be submitted to the Operations Manager. By submitting a clearance form to play in an Older Age Group only, the player will forfeit their right to play as a fill in for any younger age groups.

 

GRADING: the Competition Manager is responsible for the grading of all teams and may alter any team’s grading where deemed necessary. The first 4 weeks of the season will be used for grading of competitions where required.

 

FIXTURES: will be released weekly online and in full as soon as grading has been finalised (week 4). They can be found at www.cougarfamily.com. Players and parents can also download the SportsTG App or Cockburn Basketball Association App to view fixtures.

 

PAYMENT STRUCTURE: Bulk team payments of $1245 per team for the season:

  • $105 to be paid with nomination (by Wednesday 18th September 2019)
  • $1140 to be paid by Monday 11th November 2019

Failure to pay by the due date may result in your team being removed from the competition.

It is up to each club/team to decide what each player will be charged.

 

PLAYER FEE: All players, playing in a Cockburn Basketball Association Competition or Team are required to pay a yearly $30 fee to Basketball Western Australia. If you have already paid this fee in 2019 please ensure your membership does not expire before the end of the competition.

 

 

TRAINING BOOKINGS: training courts will be booked at a rate of $150 per term for a half court. Trainings request must be submitted each School term due to CBA requirements. Training court availability will be released once team nominations have been received, however requests can be made in advance.

 

TIMING: all junior matches shall consist of 2 twenty-minute halves with a running clock. In the GRAND FINALS only the last 3 minutes of the 2nd half will be fully timed. No time outs are allowed in the last 3 minutes of both halves, except in the 2nd half of the grand final.

 

STADIUM SCORING: the results recording system – Stadium Scoring – will be used for all junior competition games. It is important that all players are registered in the SportsTG system by the start of the season otherwise there will be delays to games and late points will be awarded to the opposition as a consequence. New players can be added as the season continues.

 

FORFEITS: teams have until the 12 minute mark of the first half to have their team on the court and ready to play. Teams must have 4 players to start a game. The 5th player must arrive by the 12-minute mark of the first half or the game will become a scratch match. For each minute your team is late 2 points will be awarded to the other team provided they are ready to play. Teams may borrow players from younger age groups from within their club to stop a forfeit.

Forfeit fines apply and are as follows:    

  • No charge for announced forfeits 2 hours before your scheduled game
  • $50 for unannounced forfeits or announced forfeits less than 2 hours before scheduled game

Forfeit Procedure – The competitions manager will attempt to contact both team contacts via a phone call, if the phone call goes unanswereda text message will be sent requesting a confirmation reply.

 

UNIFORMS: teams must have matching tops (with clearly displayed, regulation size numbers on the front and back) and must all wear the CBA shorts. Teams will be penalised 2 points per incorrect uniform item starting 11th November 2019. CBA has black shorts available for purchase.

 

CLEARANCES: players must apply for a clearance if they wish to transfer to another junior domestic club within Cockburn Basketball Association. Clearance forms are available from the office and competitions website. If an un-cleared player competes in any matches the offending team will forfeit the game.

 

COMPETITION POINTS: premiership points shall be allocated for each game completed as follows:

  • Win – 3 points                          
  • Draw – 2 points                        
  • Loss – 1 point
  • Bye – 2 points
  • Forfeit – 0 points (Notified)

 

MODIFIED RULES: Cockburn Basketball Association has a number of modified rules, which include:

 

  • Full Court double-teaming is not permitted in age groups under 10s or in under 12s and under 14s competitions double teaming is not permitted unless there is 3 divisions of which double teaming is only permitted in the first 2 divisions. (Divisions 1 and 2) Referees will give a warning to the coach and players; subsequent infractions will result in a technical foul being charged against the offending team and issuing of the required penalty.
  • Under 10 competition Coaches may walk around the basketball court to assist in the development of the player’s basketball skills. However, they must not interfere in any way with the progress of the game. (i.e. referees, basketball or opposition players). Coaches must keep out of the middle third of the court lengthwise.
  • Backboards will be lowered for under 10 competitions.
  • Free throws will be taken from the front of the circle (broken line) in the under 10 competitions.

 

Under 10

Mercy Rule

  • Lead is 10 or more. After each score, the defending team must get one foot inside the three-point line at their defensive end, before playing defense. Secondary to this, when a team leads by 20 points or more , the ‘retreat rule’ will be applicable on all back court dead ball situations.
  • Defence is man to man. No zone defence is allowed
  • No double teaming in the back court

 

Under 12

  • Defence is man to man. No zone defence is allowed
  • Mercy rule If the lead is 20 points or more, the defending team must get one foot inside the three-point line at their defensive end after each score, before playing defense.
  • At 20 points or more there will be no double-teaming by the team in the lead.

 

Under 14

  • Defence is man to man. No zone defence is allowed

 

All other FIBA basketball rules apply.

 

 

 

 

 

FINAL SERIES: elimination finals will be 1st vs. 4th and 2nd vs. 3rd, with the winners of each game moving into the grand final. In divisions where there are 8 are more teams; the competition will be split into 2 divisions for finals. Players must have played 6 games for their team to participate in finals (byes are not counted as matches). Sick and injured players who are registered and have played one game or more for the season may apply to the Competition Manager in writing not later than one week before the commencement of the finals, to be qualified for the finals (letter and medical certificate need to be provided).

 

CODE OF BEHAVIOUR: Cockburn Basketball Association has a strict “Code of Behaviour” for all players, coaches and spectators. There will be no tolerance to anti-social behaviour within the stadium and its surrounds.
