PINOY BASKETBALL OF QATAR (PIBAQ)

TEAM ENTRY GUIDELINES 

This basketball league is part of the commitment of the Pinoy Basketball of Qatar (PIBAQ), to organize basketball tournament among the Overseas Filipino Workers (OFW’s) in the State of Qatar under the tutelage of Qatar Basketball Federation (QBF), recognized by the Philippine Embassy in Qatar and an overseas affiliated member of the Samahang Basketbol ng Pilipinas, Inc. (SBP), Philippine Basketball Federation.

The PIBAQ adopts the new rules implemented of the International Basketball Federation (FIBA), which governs premier Filipino basketball club in the country as well as international & friendship competition. However, since our tournament takes almost four (4) to five (5) months to complete, we deemed it necessary to institute certain PIBAQ Internal House Rules (as additional regulations and above the FIBA rules) that will govern all participants of the game.

In this regard, any and all other rules not specifically covered in the PIBAQ house rules & regulations shall be governed by the FIBA rules. The Organizing Technical Committee & Commissioner is tasked to ensure the correct applications of both rules at all times.

 

I  -  SCHEDULE

a). Second Division 16 teams maximum (June 21, 2013)

       Deadline Team Roster (May 23, 2013)

       Deadline Registration Fee (May 24, 2013)

b). Second Division w/ 2 Filipino Import, 8 teams maximum (October 4, 2013)

       Deadline Team Roster (September 25, 2013)

       Deadline Registration Fee (September 30, 2013) 

 

II - TEAM COMPOSITION

Each team shall be allowed fourteen (14) players in its line-up includes bench personnel, one (1) Head Coach, one (1) Assistant Coach, one (1) Team scorer and one (1) Utility man. All 14 players are eligible and entitled to play, provided that only twelve (12) players could play in every game.

a). First Division

One (1) Filipino Player as import, 6’1” ft. above,

One (1) Filipino Player as import, 6’1” ft. Flat below,

Twelve (12) Player’s, 5’11” ft. Flat below.

b). Second Division

Fourteen (14) Players, maximum 5’11” ft.

 

III - REGISTRATION REQUIREMENTS

Team Participants shall strictly follow the “Team Roster, Technical Screening Policy” such as player's height measuring and Registartion Fee Deadline.

To become the one of the Team Registered shall be basis to “First Comes, First Serve” as Official Team Particpants of the 13th Season upon submission of the following requirements.

a). Team Registration Form (TRF)

b). Players Registration Form (PRF2013)

c). OFW’s, Players Passport copy individual

d). Registration Fee & Team Bond Fee (You may ask details from technical committee) or email us at:  pibaq2005@yahoo.com

 

IV - ELIGIBILITY

Players regardless of his basketball career are allowed to join the upcoming tournament if he can present a valid working residence visa appeared on its pages of passport with a Filipino National or Dual Passport as Fil-foreigners those who lay claim to Philippine citizenship derived from either his mother or father at the time of his birth and accompanied original passport as proof of evidence.

 

V - JERSEY LOGO GUIDELINES

As part of the Internal House Rules and its tournament logo guidelines shall be observed: (You may ask the Corporate Logo Identity details from the technical committee or emial us at:  pibaq2005@yahoo.com)

a). PIBAQ logo reserves in pantone color as Blue, Orange & White & measured of 5 (W) X 7 (H) in Centimeter placed in front and right side of the Jersey. (New Size logo - Approved by the Technical Committee dated 12th February 2013)

b). Title Cup logo placed in front and left side of the upper Jersey only. Sponsors logo (finish patches) will be available 15 days prior to the opening day.

c). Official numbers of players’ - Uniform number from 1 to 50 only.

 

VI - OFFICIATING

PIBAQ/SBP Affiliated Referees, Qatar Basketball Filipino Referee (QBFR) is the official officiating group headed by QBFR Consultant-SBP Affiliated Referee, Mr. Homer Balbin, QBFR Chairman-SBP Affiliated Referee, Mr. Hernan Capitan & QBFR Technical Commission-SBP Affiliated Referee, Mr. William Manaois under the supervision of the Pinoy Basketball of Qatar (PIBAQ).

The group was successfully completed & passes the examination recently, And trained in actual with updated FIBA International Rules conducted by the SBP Philippines, FIBA Lifetime Officials & Technical Commission Mr. Liberato Valenzuela with the presence of the SBP Deputy Executive Director, Mr. Bernardo Gabriel L. Atienza during the formal recognition of the 1st SBP/PIBAQ Middle East Licensee Seminar 2012 (Qatar, Dubai & Bahrain), April 5 & 6, 2012.

“The moment of sharing experience gives more help to improves the quality of officiating, advantage / disadvantage, techniques and proper executions in way of professional officiating”.
