Subject: Time Wasting – Scrums & Drop Outs
The NRL Competition Committee met recently to discuss numerous issues within the game along with concerning trends that had been developing during the opening rounds of this year’s Competition.
The Committee discussed the issue of time wasting by teams whilst waiting and packing scrums. Statistics showed that the time being taken to pack scrums was an average of 40 seconds. Read on for more

Regarding how would contact be viewed if a shoulder made contact with the head or neck of an opponent if the arm was down the side and rigid.
The interpretation is that it would be illegal as the directions below state the infringement occurs when contact is made and the arms are not used in the tackle. Indeed the arm is rigid / tucked into the side.

The Police Commissioner presented a Police Medal to the NSWRLA’s 2012 Eric Cox Medal winner, Kevin Roberts, at a special luncheon held on Friday 15th March, 2013.

NSWRLRA Life Member Max Dunn was made a Life Member of the Australian Rugby League Referees Association. Congratulations Max on an absolutely outstanding achievement.
Max was announced as a Life Member of the ARLRA at their Annual General Meeting on Saturday (9th Feb) in Sydney. To receive the award you must have held life membership in your own association for more than 20 years amongst other major contributions to refereeing.

The A.R.L.C. has today approved the removal of the ‘benefit of the doubt’ call and supported a change in the way video referees are called on to make decisions in a meeting that has finalised a series of key on-field issues for 2013, including a resolution of State of Origin eligibility.
From 2013 no player will be eligible to play for NSW or Queensland unless he has lived in that state before the age of thirteen, or unless he is the son of an Origin player. The player must also be eligible to play for Australia. Read on for more

The 2012 Les Matthew Memorial Golf Day was held on Sunday the 25th of November at Bowral Golf Club.

The NSWRLRA Life Members Presentation Night was held on Saturday the 3rd of November 2012
George Jankowski received his life members jacket.
During that time he has won the George and Amy Hanson Award
George has been a member of the Board of the NSWRLRA since 2008
He has been a MDA as well as being on several committees such as Affiliate Liaisons and Peer Support

The 2012 Mick Stone Medal winner is Matt Noyan
Matt was graded in 2009 and his NSWRLRA Number is 944
He was voted this award by his peers of the active NSWRLRA Group
Matt finished the year on a high by also finishing number one referee in the NSW Cup
The Trainer of the year was Lawrence MacDonald
The Club Man of the Year went to Matt Domaso

The 2012 Winner of the George and Amy Hanson Award is Mr Robert Culkin
Robert was graded in 1944 and has made a recent come back to the NSWRLRA
He was made the Ambassador to the association last year
Robert has been promoting refereeing on press and electronic media
He has visited many local associations in the last year and is always of exceptional demina at all meeting, photo of Robert Culkin and George Jankowski

Brooklyn started 23 years ago, when a few member wanted to catch up for a quite drink after the season had finished, since a few lived north of the Hawkesbury, they decided to jump on a train and meet half way, hence Brooklyn started its 23 year tradition, the numbers vary each year, with over a dozen attending this year, thanks to Scott Murray and Brien Gately for organising the event

Special guest was Larry Writer who gave the Laurie Bruyeres recital

On the 12th of September, the NSWRL held its Player of the year Awards night, at Doltone House, Darling Harbour Warf
It was also the Inaugural Brad Fittler Medal
Part of the night included the Most Improved Junior Rep Referee and Most Improved Graded Referee, these went to Joshua McGowan from the Junior Reps and Lawrence McDonnell from Grade

At the 2012 General Meeting of the NSWRLRA, Ken Messenger, the grandson of the great Daly Messenger received his grandfathers Graded Certificate.
The information was derived from the 1908 minute books of the NSWRLRA
Ken accepted the certificate with his son, it was the lowest number ever presented to a family member of the graded ranks, Daly Messenger, Number 24, Graded in 1908

The Night was held on Friday the 15th of June
The winner of the Kevin Jeffes Award for “Most Improved” was Josh McGowan
The winner of the Frank Walsh Award for Number One Referee was Warrick Bowden
The winner for the Les Matthews “Rookie of the Year” was Martin Jones
The winner of the Mick Ryan, “Referees Referee” was Drew Oultram
