Basketball Information

Technical Committee Meeting

It is proposed that the meeting of the Basketball Technical Committee be held on Wednesday 14th November 2007.

At the Technical Committee Meeting, delegations will be expected to supply a list of team members with player numbers, color of uniform including any alternative colors.


Training Venue

Training for the basketball competition will be held at the Eriku Basketball Courts, Lae Technical College and Okari School Courts.

Training Schedules

Teams will be provided with a training schedule upon arrival for both before and during competition.

Scheduled training times may be amended and additional training times booked with the Venue Manager depending on availability.

Medals

Gold, Silver and Bronze medals will be awarded at the PNG Games Basketball competition

Competition Rules and Regulations

The PNG Games Basketball competition will be conducted in accordance with the rules and regulations of the International Basketball Federation (FIBA).

Competition Format

If there are eight (8) or more teams/provinces entered the teams will be divided into pools with the top two teams in each pool advancing to the semi finals. The winners from the semi finals shall play in the finals to determine the champion
team and runner up, the losers play off for the 3rd and 4th placing.

If there are less than eight (8) teams/provinces entered the teams shall be drawn into one group. Teams will play a one round league competition. The team scoring the highest number of points will be declared the champion.

BASKETBALL TOURNAMENT RULES

The Papua New Guinea Games Council is the sole governing authority of the Basketball Tournament and the Official FIBA Rules adopted 1998--2002 shall apply, inclusive of the following By-laws.

ELIGIBILITY TO PARTICIPATE

Only Teams from Provinces in Papua New Guinea duly endorsed by the Provincial Sports Council or Authority shall take part in the Papua New Guinea Games Basketball Tournament.

Each Provincial Team shall have a maximum of twelve (12) players.

PLAYER ELIGIBILITY

All players must be selected member of their respective Provinces or Districts and must have played in their Provincial selection Trials to be eligible for participation in the PNG Games Basketball Tournament.

If a player has not resided in a Province for more than three (3) months, he/she shall not be allowed to take part in the Basketball Tournament.(Ref. PNG Games charter).

Any team affiliated, fails to observe the By-Laws will be disqualified from that particular game. The result shall be treated the same as a forfeit.

UNIFORMS (NUMBERS AND COLOURS)

Team shall only use the numbers 4--15 on their uniforms. The numbersshall be displayed on the front and back of the uniforms. All players must wear the same number allocated to them throughout the game and tournament. Swapping of uniforms numbers will not be permitted.

Team uniforms must all be of the same color, i.e. singlet shall be one color and shorts shall be one color.

The referee shall sign all the score sheets at the conclusion of each game by to certify that it is the final correct score

The Referees shall not actively involve in coaching of any team during the tournament and must maintain neutrality at all times

The Referees shall not engage themselves in any disputes and arguments with any players, coaches, referees, team, score bench officials, or other officials of the event.

Any Referees found to be under the influence of Alcohol and drugs shall not be allowed to officiate in any of the games during the Tournament and may face disciplinary action.

Protests

Protests of technical nature may be submitted in writing to respective Tournament Directors not more than one hour after the announcement of results (or end of a competition) with a protest fee of K100.

Appeals Committee

The Appeals Committee shall comprise of the TournamentDirector, Technical Coordinator and three technical personnel appointed by the teams/provinces participating in the sport during the technical meeting.
The Appeals Committee shall be responsible for dealing with appeals/protest or disciplinary matters for a particular sport.
  • Caution and Suspension of players refer to rules of the game.
  • Teams/Provinces not satisfied with the decision of the Appeals committee can re-appeal to the Jury of Appeals Committee.
Jury of Appeal ( Reference: PNG Games Charter)

The Jury of Appeal shall compromise of four independent personnel from the four regions of PNG appointed by the Games Organizing committee to preside over technical matters/disputes of the PNG Games plus an appointed chairman. (Ref: Art:15 x)

  • Jury of Appeal shall meet to deal with individual appeals resulting from decisions made by respective Appeals Committees.
  • Suspension of Players/Team
  • The decision by the Jury of Appealis final.

Court of Appeal ( Reference: PNG Games Charter)


Prior to the opening ceremony the Executive Committee of the PNG Games Council shall appoint five(5) members from different regions to deal with non technical complaints outside the jurisdiction of the juries of appeal. Their decision is final. (Ref: Art:16 )
