Edition 5 May 2018

Message from Executive Officer

Hi All,
Lots of exciting things coming up with Cyclones trials, DBA invitational team trials.  Information is in this email.  Thank you to all of those people who have contacted me with complaints, compliments and suggestions.  I am sure you will see improvements in lots of areas.  We would also ask the same of our members, and that is to be aware of the Player, Coach and Spectator Code of Conduct, and Conditions of Entry.  I would also ask that people show respect to the Court Supervisors, Ticket Office Staff, Scorers and Referees.  DBA is a place where everyone should feel safe, protected and happy.
We have included at the end of this newsletter, a break down of new rules and guidelines regarding recording of "Behaviour" fouls.
We will be sending out a survey in the next few weeks to gather more information from our members as we move through our Strategic Planning.

Cheers
Kerri

Can you please explain the new rules to me and how the DBA Tech Foul register will record Tech Fouls?

Due to the introduction of the new 2017 FIBA Rule changes this season and a lack of understanding leading to an increase in player and coach frustration we have decided to put together this information to hopefully aid all those who have questions.

Below are the Player and Coach Disqualification rules as per FIBA Rules

Art 36: Technical Fouls
36.3.3. A player shall be disqualified for the remainder of the game when he is charged with 2 technical fouls, or 2 unsportsmanlike fouls, or with 1 unsportsmanlike foul and 1 technical foul. (New)

36.3.4. A coach shall be disqualified for the remainder of the game when:
- He is charged with 2 technical fouls ('Coach') as a result of his personal unsportsmanlike behaviour.
- He is charged with 3 technical fouls, either all of them ('Bench') or one of them ('Coach'), as a result of the unsportsmanlike behaviour of other team bench personnel.

Below is a document containing all of the criteria for both Technical Fouls and Unsportsmanlike Fouls straight from the FIBA Rule Book.

By-Laws (DBA)
5.5 (i) Technical fouls – any player or coach who accumulates three (3) or more technical fouls during a season is automatically suspended for a period of one (1) competition *round. For second and subsequent breaches of this Bylaw, the penalty shall increase by one (1) competition *round for each breach.
(*round replacing week due to double headers in League)

The highlighted points (in red) are behaviour based criteria that have a negative effect on the image of basketball in Darwin and will therefore be the measurements for our “Behaviour” registry (previously known as Tech Foul register) that leads to player and coach suspensions as per the By Law 5.5(i).

FIBA Rule Book
Technical Fouls
36.3. Definition 36.3.1. A technical foul is a player non-contact foul of a behavioural nature including, but not limited to:
- Disregarding warnings given by officials.
- Disrespectfully dealing with the officials, the commissioner, the table officials or the team bench   personnel.
- Disrespectfully communicating with the officials, the commissioner, the table officials or the opponents.
- Using language or gestures likely to offend or incite the spectators.
- Baiting and taunting an opponent.

- Obstructing the vision of an opponent by waving/placing his hand(s) near his eyes.
- Excessive swinging of elbows.
- Delaying the game by deliberately touching the ball after it passes through the basket or by preventing a throw-in from being taken promptly.
- Fake being fouled.
- Hanging on the ring in such a way that the weight of the player is supported by the ring, unless a player grasps the ring momentarily following a dunk shot or, in the judgement of an official, is trying to prevent injury to himself or to another player.
- Goaltending during the last or only free throw by a defensive player. The offensive team shall be awarded 1 point, followed by the technical foul penalty charged against the defensive player.

Unsportsmanlike Fouls
37.1. Definition 37.1.1. An unsportsmanlike foul is a player contact foul which, in the judgement of an official is:
- Not a legitimate attempt to directly play the ball within the spirit and intent of the rules.
- Excessive, hard contact caused by a player in an effort to play the ball or an opponent.

- An unnecessary contact caused by the defensive player in order to stop the progress of the offensive team in transition. This applies until the offensive player begins his act of shooting.
- Contact by the defensive player from behind or laterally on an opponent in an attempt to stop the fast break and there is no defensive player between the offensive player and the opponent’s basket. This applies until the offensive player begins his act of shooting.
- Contact by the defensive player on an opponent on the playing court during the last 2 minutes in the fourth period and in each extra period, when the ball is out-of-bounds for a throw-in and still in the hands of the official or at the disposal of the player taking the throw-in.

We encourage feedback and questions to be sent to executive@darwinbasketball.com.au
Did you know DBA, as a foundation member receives a dividend from the CAS Club?  Did you know this is dependent on our support?  In order to maximise our share it is important that we as DBA Members show our support and loyalty.  This year we received the least of the Foundation clubs, as we supported the least.  We need to improve this!  ALL DBA members receive FREE membership!  Every time you visit, buy a drink, have a meal or use the bottle shop - it is important that you swipe your card!  We have DBA Temporary Membership cards and Membership application forms at the office and courtside!  Please support the club that supports you!

The Season Changes are in line with other sports and other Basketball Associations in Australia.
It enables people to play basketball in line with other sports or select to play just one season.
It makes it more affordable for people who may only want to play one season.
It enables new members to join basketball after they complete other sports seasons (ie September and April)
The Long season is a "once off" from Feb to Sept and will then be Sept to April and April to September.
The Christmas break in 2018 is a break for ALL! Because it is during the season there is no additional work for club volunteers over this break and enables coaches, administrators and club volunteers to have a real break.

Comment Guidelines: The SportsTG Network is made up of players, families and passionate sports followers like you who have a strong opinion about sport. That's great - we want you to have your say and share your thoughts with the world. However, we have a few rules that you must follow to keep it fun for all. Please don't be rude, abusive, swear or vilify others. Apart from some pretty serious sport sanctions, we also can ban you and report you if things get out of hand. So play fair and have fun, and thanks for your contribution.
