2007 PACIFIC GAMES - SAMOA

Introduction and Overview

At the annual meeting of the FSMNOC it was announced that each federation had 60 days to develop and submit a plan for participating in the 2007 Pacific Games in Samoa.

On March 24, 2005 the FSM Basketball Federation (FSM BF) met. At this meeting the following motion was passed unanimously.

Motion
We will develop a plan for participating in the 2007 Pacific Games in Samoa. The plan will be sent to all state basketball associations and stakeholders. They will review it and reply within two weeks. If there is no reply, that means they accept the plan.
Funds:
* Request funds from the states, individuals
* The federation will seek funding from outside sources

The Motion was seconded and passed


THE PLAN
Sections of this plan come from the FIBA Oceania Zone Development Officers' recommendations to the FSM Basketball Federation (FSM BF) for a National Development Program


Funding the national basketball teams
1)The FSM basketball men's and/or women's team(s) meet the criteria for funding from the national program, thereby qualifying for funds through the FSM national Pacific Games funding plan.

2)Because the men's and women's basketball teams are "national" teams, with players throughout all four FSM states having the opportunity to play, consideration should be given to assisting them even if they do not meet the criteria for funding.

3)If the FSM basketball program men's and/or women fail to meet the established criteria for funding, and the national funding source decide not to assist the sport of basketball, the FSM BF, players and state basketball associations will take the following steps:

* Individual players will fundraise to pay for their expenses

* State associations, government organizations, private sector and others will be encouraged to assist players.

* The national FSM BF will solicit funds for the national basketball team(s) program. Funds raised by the FSM BF will be used fairly for players from all states as required.


Selection of Players & Coaches
An FSMBF meeting will be held scheduled at the Micronesia Games, June 23 - July 2 in Saipan, and players will be selected to the FSM men and women's squads. Determining the coach and the squads:


Preparation of National Teams
The head coach will send the basketball plan (offenses, defenses, style of play, etc.) to each state and the plan will be taught in each state for a certain period of time, and then the FSM BF will designate a training camp where player will come together as a team to prepare for the Pacific Games.

A commitment is required from each state association and state coaches to support the national basketball program and work with the players in their respective state.


Player Identification
The FSM BF has the opportunity to select National Squads at each of the Micronesian Games

The process shall be as follows. At least one (1) month prior t the Micronesian Games each State Basketball Association shall forward to the FSM BF Secretary on the prescribed form a list of players that are worthy of consideration for selection. At the Micronesian Games basketball competition a selection panel comprised of the National Head Coach and the four State coaches for each sex shall select the squad from these players or others that they consider worthy. The Head Coach shall have the casting vote. The Squad shall be ratified by the FSM BF and be named at the completion of the Tournament and advised in writing. Care shall be taken to ensure that there is fairness and transparency in the selection process.


The Program
At the Micronesian Games in 2006 the National Head Coach for men and for women shall meet with the State Coaches for the men and women's teams to discuss and decide on a system of offence and defense to be taught within the program. The coaches from each state will teach the system to the players from that state. The coaches from each state must accept the responsibility to demand that players attend practice regularly and reach a level of fitness that permits them to play competitively at the Pacific Games level.

The content to be taught by the coaches will be periodized and coaches in the program will report to the relevant National Coach on the work completed, squad performance and individual player achievements and attitudes. Players will be tested during the program on fitness levels and other skill levels.

At the conclusion of the each year's program all coaches involved in the program will review the year's program and suggest any necessary changes for the future. A large part of the success of the NBDP will depend on the education of the basketball community throughout FSM.

Team Selection for the 2007 Pacific Games in Samoa
Prior to the Pacific Games the team of 12 players and 3 alternates shall be selected by the Head Coach and provided to the FSM BF. The FSM BF will then advise the players in writing and arranged for media coverage of the naming of the team.


Team Preparation
The team and alternates shall attend a preparation camp preceding the international tournament. The costs associated with attending the camp will be the responsibility of the players and coaches however the State Basketball Associations will be requested to assist in this funding. The timing and venue for the camp will be determined by the FSM BF to allow for the best utilization of available funding.


Squad Programs
Squad Programs will be held as set in the periodized schedule by the National Coach of each squad, who will be responsible for establishing the year's schedule. The player development program will be relevant to the position, age group and style of play for FSM.

Except for the player preparation camp held prior to attending a tournament, all player
development will be conducted within their state. This development relies heavily on the assistance and work of the State Coaches. The State Coach may choose to conduct the squad sessions for National Squad players in conjunction with local State players, or combine players from different National Squads together is sessions (ie women and youth women, men and youth men). As each year there may be different numbers of players selected to the National Squads in each State, the situation will need to be assessed for the maximum benefit to all coaches and players. In addition to squad sessions the National Squad members will have an individual home program to follow and the player's club coach or other local coaches may be appointed by the National Head Coach of each squad to oversee this work. Alternatively the State Coach may oversee this home program. Players will be tested and assessed on the work completed. The home program will include a fitness and strength program and an individual skill development program. The squad practice sessions will be used for teaching FSM team offences and defenses.


Squad reports
The State Coaches shall report to the relevant National Coaches each month on the performance of squad members, together with any test results. Forms will be provided to the coaches for this purpose.


Player Preparation Camp
At the conclusion of the 2007 FSM Games, currently scheduled in June of 2007 in Pohnpei, the players selected to the FSM men and women's basketball teams will remain in Pohnpei for the Preparation Camp.


Airfare [Returning to home states after the Pacific Games]
Sometimes the athletes traveling to the FSM Games are locked into a charter or specific departure date and a non-refundable ticket. Players identified to represent the FSM at the Pacific Games should have as different ticket that allows them to return home after the games in Samoa.


Paying for the Preparation Camp
It is hoped that after the FSM Games that the basketball players can be housed at some facility, perhaps PICS (which may be the FSM Games village) or another appropriate site. However, should this not be possible, then the responsibility for housing the athletes will fall on each state. Each state is other assistance and arrangements being made.

Prior to the disbursement of any funds by the FSMNOC (or other national organization) for basketball, that organizations should contact the FSM Basketball Federation's designated representative so they may work together effectively and transparently.


Review
At the conclusion of the Pacific Games the National Coaches and State Coaches will conduct a review of the program for that year. From this review the coaches may recommend changes to the FSM Basketball Federation.
