    This is a joint program with the Cities of Bayswater and Swan, involving approximately 160 sporting clubs/organisation/associations, and community based sporting groups. The Blue Ribbon program is product of the Club Development Scheme, initiated by the Department of Sport and Recreation (DSR), and jointly managed by Local Government and DSR.
