Round 1:
National and club teams in combined pools
2 x pools of 6 teams, 2 x polls of 5 teams
Round robin competition within each pool

Round 2:
National teams: 2 even pools based on round 1 results
Club teams: 2 even pools based on round 1 results

Finals:
National teams: Cross over semi finals. Winners to medal rounds, losers to classification rounds
Club teams: Cross over semi finals. Winners to medal rounds, losers to classification rounds
