Memo: STJFL Clubs Game Day Conduct Various
CODE of CONDUCT:
Clubs need to ensure that any potential volatile supporters are kept in check. Supporter abuse is not to be tolerated, clubs to remind parents / supporters of codes of conduct. Further breaches of code of conduct towards umpires may see the TFUA refusing to supply umpires to those particular clubs / teams and or teams / clubs being penalised financially or through suspension or loss of premiership points.
Already a number of people have been suspended from attending STJFL Fixtures this season.
Players and coaches can’t approach umpires – notice procedure (any age group)
Umpires are not to be approached by players or coaches during breaks or at the end of a game. If this does occur an ‘Investigation/Incident Report’ Form should be completed and given to the Competition Manager.
- Coaches are the most influential people at any club and need to be role models in relation to behaving correctly on match day
- Coaches need to advocate positively about umpiring to players, parents, supporters and club administrators
- Coaches need to support and build good relationships with their local umpiring group
TEAM OFFICIALS: YOUTH (U12-U18)
All teams are reminded of their obligations with respect to remaining away from the boundary line (positioned inside marked coaches box; if not marked please mark with cones) and also be re-informed that the umpires have been instructed to take a Zero Tolerance approach to any abuse, including that coming from benches, and free kicks and 50m penalties and or reports will continue to be implemented until the behaviour stops. No spectators should be inside the boundary fence at these age group levels.
For junior age groups where reduced grounds apply implementation of a second boundary marker/barrier line for spectators, should be used to keep back from player boundary for safety precaution.
Umpire Abuse
Law 18.1 Fifty Metre Penalty when Imposed
c.) uses abusive, insulting, threatening or obscene language towards an Umpire;
d.) behaves in an abusive, insulting, threatening or obscene manner towards an Umpire or disputes the decision of an Umpire;
Umpires may impose a penalty upon a team for abuse from a team supporter / spectator if deemed appropriate.
RUNNERS:
Dress; Approved League runners top with number recorded on team list.
Duties; To relay messages from the coach to the players.
Runners must not assume the role of the coach and should not remain on the ground for any other purpose than to deliver a message and return to coach’s box. The umpire may ask the runner to leave the ground if it is felt the runner is not carrying out his designated role.
If a runner is carded from the game by an umpire he will not be allowed to be replaced.
A free kick may be awarded against officials who interfere with play or cause an undue delay in play.
Runners are not to make contact with opposition players at any time. This applies physically and verbally.
If a player is reported or sent from the ground the runners may go directly to the umpire who will inform them of the penalty and reason. The Runners are not to enter into discussion with the umpire and are to go directly to the timekeepers and inform them of the player’s name, number, penalty and offence.
Equipment / Apparel
STJFL report book (previously supplied, please request new one if need be)
STJFL Umpires tops (orange) to be used by the junior (u8-12) club umpires
STJFL Goal Umpire jackets/vests (orange) to be used by all team goal umpires.
White flags to be used by goal umpires
STJFL Runner tops (green u11-12/magenta u13-18) to be used by all runners (u11-18) teams
STJFL GROUND MANAGER Tops (red) must be in use each game
STJFL Water Carrier tops (blue)
STJFL First Aid tops (green /white) to be used by at least one (1) first aid personal in each team,
TEAM MANAGERS: Below is a reminder for team managers in regards procedure,
- Interchange steward’s correctly recording interchange of players. Youth Only
- Timekeepers from both teams in the one designated position at venue.
- First Aid attendants / trainers correctly attired (STJFL white singlet)
- Water Carriers correctly attired (STJFL blue singlet) Youth Only
- Runners in correct (STJFL fluoro numbered polo shirt) 1 per team only
- All team officials correctly recorded on team lists
- All players correctly entered on team list, any players not playing to be crossed off the list.
- All players’ numbers correctly entered on team list, no multiple of same number.

Match Results:
- It is the responsibility of the first named team to ensure that match results are correctly entered on Sporting Pulse. Any amendments to team lists need to be updated on the pre-game tab, then post match that the scores from game, goal kickers and best players for both teams are entered and saved. Ensure copy of both team lists, both scorecards, B&F vote envelope (youth only) results & JLT pre game checklist (if applicable) are included in the match result envelope prior to delivery to Argyle Street Office, North Hobart Oval on Monday.
- Any umpire match day reports to be emailed to admin@stjfl.com.au by 5.00pm Sunday.
GROUND MANAGERS:
- Please ensure that all matches have a Ground Marshall visible in red vest as previously supplied Ground Marshalls are to ensure that umpires are escorted to and from ground and during the breaks.
SECTION 14 – GROUND MANAGER(S) BY– LAWS
The home team must supply a minimum of one (1) GROUND MANAGERs.
The away Team may supply one (1) GROUND MANAGER by agreement with the Home Team
Any GROUND MANAGER appointed is an Officer of the STJFL.
The GROUND MANAGER is required to:
- Wear Ground Manager vest supplied by the STJFL at all times at the venue.
- Be fully conversant with, and have at hand for reference, an up to date copy of the current By – Laws of the STJFL and the current A.F.L. Laws of Australian Football.
- Is responsible to complete and sign the JLT Sports Match Day Venue Checklist (JLT113110).
- Ensure home Team manager supplies the Umpire (subject to SECTION 9 Law 3 and Law 5 of these By-laws) with a properly inflated Match Ball, Match / Team / Interchange Form (GDTL) and Best and Fairest Vote Card (GDB&F). Check that the Umpires have Red and Green Cards (GDCARD) and explain the use of same.
- Ensure there is an exclusion zone around the Coach`s Box and mark a line one (1.5) metre from boundary line so as to keep the Coaches back from the playing surface.
(this may be done with plastic domes if not line marked)
- Ensure each Team’s Runner, First Aider (trainer) & Water Carriers are clearly identifiable with appropriate designated tops.
- Ensure that Spectators are no closer than three metres from the boundary line (or outside boundary fences where erected).
- Team Officials and Coaches must be aware of the importance of their demeanour in supporting the GROUND MANAGER in this regard.
- GROUND MANAGERs are the only Officials that can approach Umpires during the quarter and half time breaks and are to ensure umpire security at breaks as well as on & off the field when entering and leaving the oval from change room. (before game, ½ time, end game)
- With the exception of the quarter time, half time & three quarter time intervals no person other than the Runner & Water Carriers of each Team will be permitted to enter the playing arena during the progression of the Match. The only exception shall be a Trainer, First Aid attendant and / or Qualified Medical Practitioner who will only enter the Arena for the purpose of attending an Injured Player. The GROUND MANAGER(s) may restrict Playing Arena access if necessary.
- Clubs are responsible to make sure all Game Day Results, best players, goalkickers and amended team lists are entered into sporting pulse.
Match day paperwork is to be placed in match result envelopes and clearly marked and be delivered to North Hobart Oval Office by 5.00pm on the Monday following the match.
The club of the first named team is responsible for this procedure.
Clubs that fail to do so will have a penalty imposed of $50.00 per offence.
SECTION 15 – TEAM MANAGER(S) BY– LAWS
- Team Managers must prepare legible Match / Team / Interchange Forms (GDTL) for the match.
1.1 Four team lists required for youth age games.
(One for the umpire, One for the opposition & one for the interchange steward, one for results)
1.2 Three team lists required for junior age games.
(One for the umpire, One for the opposition,)
- Ensure that all Officials are listed on Match / Team / Interchange Form (GDTL). After this form is given to the Field Umpire(s) they are not to be altered.
- All Players are to be listed in order with Surnames first and Initial second with Guernsey number. No other players may use the same number as another player.
- Teams shall consist of up to twenty four (24) Players, only for youth age matches.
- Teams in the under 8, 9 & 10, no more than 15 players;
teams in under 11 and 12`s, no more than 24 players.
- Arrange a Timekeeper and identify the Interchange Stewards (at least 10 minutes prior to the official start time). Supply the Interchange Stewards with one (1) copy of Team’s Match / Team / Interchange Form (GDTL).
- In the case of a Forfeit, the Match / Team / Interchange Form (GDTL) must be submitted by the Team receiving the Forfeit.
- Ensure that the Best and Fairest Card (GDB&F), Scorecards (GDSC), all Match / Team / Interchange Forms (GDTL) are marked with Goal Scorers. Best Players, marked 1 to 6 and any Report Forms are ready to be passed onto the Competition Manager.
- Match / Team / Interchange Form (GDTL) are to be completed by the TEAM MANAGER at the conclusion of the Game.
Any players / officials sent off by card from umpire are to be recorded on the interchange form under the appropriate card, and also recorded on the results team list submitted to the League at conclusion of match.
- Clubs are responsible to make sure all Game Day Results, best players, goalkickers and amended team lists are entered into sporting pulse.

- Any Team in the U8, U9, U10, U11 & U12 age divisions not complying with these By – Laws, Section 15 may have a penalty imposed on the club of up to:
first offence $100.00, second offence $250.00, third and subsequent offences $500.00.
- Any Team in the Youth age groups (u12-18) not complying with these By– Laws,Section15, Law 1, 2, 3, 4, 5 and Law 6, the Club of the offending Team will have a penalty imposed of first offence $100.00, second offence $250.00 and the
third and subsequent offences $500.00 and the loss of four (4) Premiership Points in the appropriate age division.
- In the event the Team involved in Section 15 Law 13 does not have four (4) Premiership Points, the Club of the offending Team will have a penalty imposed of $1000.00.
SECTION 16 – INTERCHANGE OFFICIAL(S) BY – LAWS
- Each team is responsible for supplying an Interchange Steward for Youth Age divisions.
- Interchange Stewards must be responsible Adults.
- Interchange Stewards should be located at the Interchange Area of each Playing Arena.
- Interchange Stewards should record the changes of the Team during the course of the Match. U12-U14
U16 & U18 competition only required to notate the players starting on the interchange bench at the commencement of each quarter.
- All Interchanging Players must advise the appropriate Interchange Steward of their changes at the time these changes are made and at the commencement of each quarter. The Interchange Steward will note on the Match / Team / Interchange Form (GDTLIC), any changes and any other relevant notes required by the League.
- Any players / officials sent off by card from an umpire are to be recorded on the interchange form under the appropriate card, and also recorded on the results team list submitted to the League at conclusion of match.
- The Match / Team / Interchange Form (GDTLIC) signed by the Interchange Stewards are a record of Events recorded by them during the course of the relevant Match only.
- Any instances of a player receiving less than the required amount of playing time (asprescribed in section 8) for any reason other than discipline by the presiding Umpire or injury, shall be referred by the Interchange Stewards to the GROUND MANAGER.
- Any Team which does not field available players when numbers allow, the Club of the offending Team may have a penalty imposed of $100.00for the first offence, second offence and subsequent offences $500.00 and the loss of four (4) Premiership Points / forfeiture of finals match in the appropriate age division.
- In the event the Team involved in Section 16 Rule 8 has no Premiership Points, the Club of the offending Team may have a penalty imposed of up to $1000.00.
